  • Project Overview

The City of Orland Emergency Groundwater project in Orland, California, aims to address critical water supply challenges by enhancing the city’s groundwater infrastructure. This project involves the construction and development of new groundwater wells, as well as the improvement of existing water systems to increase resilience and ensure reliable access to water for the city’s residents and businesses during emergencies, such as droughts or system failures. The City of Orland currently operates an elevated water storage tank with a capacity of 80,000 gallons.  However, this existing storage does not meet the current and projected water demand requirements. To address this, the City is planning to construct a new water storage tank with a capacity of 750,000 gallons as part of the Emergency Groundwater Resource Project.  This new tank is designed to enhance the city’s water storage capacity, ensuring a more reliable and adequate water supply for residents, both within and outside the city limits.

Project Objectives

  • Establish emergency groundwater wells to provide a reliable, supplementary water source for the City of Orland in times of drought or emergency.
  • Enhance the city’s water system by improving well infrastructure and storage capacity to meet current and future water demand.
  • Ensure water security for the community by diversifying the water supply and reducing reliance on surface water.
  • Incorporate sustainable practices in the development of the groundwater systems to ensure long-term reliability and minimal environmental impact.

Project Scope

  • Well Construction: Drilling and developing new groundwater wells to increase water availability for emergency use.
  • Infrastructure Upgrades: Enhancing the city’s water distribution system, including storage tanks, pipelines, and booster pumps to facilitate the efficient use of groundwater.
  • Water Quality Monitoring: Implementing systems for regular water quality testing to ensure that groundwater meets health and safety standards for consumption.
  • Environmental Considerations: Ensuring that the groundwater development adheres to environmental guidelines and does not negatively impact local ecosystems or water tables.

Construction Timeline

The City of Orland Emergency Groundwater project is expected to be completed in several phases:

  • Phase 1: Preliminary assessments, site evaluations, and environmental review, completed in 2023.
  • Phase 2: Groundwater well drilling and construction of infrastructure, set to begin in 2025 with completion projected for late 2026.
  • Phase 3: Testing and final operational adjustments, expected to conclude by early 2027.

Sustainability and Compliance

  • The project will comply with all local, state, and federal regulations concerning groundwater development and water quality.
  • Environmentally sustainable practices will be incorporated, including energy-efficient water pumping systems and water conservation measures to protect local resources.
  • Ongoing monitoring and maintenance plans will ensure that the groundwater system operates sustainably and continues to meet the needs of the community in the long term.

Community and Impact

The City of Orland Emergency Groundwater project is critical for ensuring long-term water security for local residents and businesses. By diversifying the city’s water supply and improving its infrastructure, the project will reduce the impact of droughts and emergencies on the community. It will also ensure reliable access to clean, safe water during periods of surface water shortages, promoting both public health and the local economy.
