  • Project Overview:

The EchoWater RAS (Return Activated Sludge) & Echowater CAB (Clarifier and Aeration Basin) projects were a major upgrade to Sacramento’s wastewater treatment facilities. Completed around 2019, the project focused on improving the city’s wastewater treatment capabilities to meet growing demands and stricter environmental standards. The project involved the installation of new Return Activated Sludge (RAS)systems and upgrades to the Clarifier and Aeration Basin (CAB) systems to increase treatment capacity and enhance efficiency. These projects were part of the $2.2 billion EchoWater Advanced Wastewater Treatment Program. Echo Water is among the largest public works projects in Sacramento’s history with all projects completed by 2023

Project Objectives

  • RAS System Upgrade: Enhance the Return Activated Sludge (RAS)process to improve the efficiency of solids removal and the overall quality of treated effluent.
  • CAB System Enhancement: Upgrade the Clarifier and Aeration Basin (CAB) systems to improve biological treatment and optimize the aeration process, meeting modern treatment requirements.
  • Increase Capacity: Expand the treatment plant’s capacity to handle future wastewater demands driven by population growth in the Sacramento region.
  • Sustainability: Integrate energy-efficient and environmentally sustainable technologies to minimize the facility’s carbon footprint and operational costs.

Project Scope

  • RAS System Implementation: The project included the installation of advanced RAS systems designed to improve solids handling and overall treatment performance, meeting increased regulatory and environmental requirements.
  • CAB System Upgrade: Significant upgrades to the Clarifier and Aeration Basin systems were completed to optimize the biological treatment process, reduce energy consumption, and improve operational efficiency.
  • Infrastructure Upgrades: The project involved major improvements to existing infrastructure, including pipes, electrical systems, and control mechanisms, to integrate the upgraded systems seamlessly.
  • Process Control Enhancement: The installation of sophisticated monitoring and control systems allowed for better real-time management of the wastewater treatment process.

Construction Timeline

  • Pre-Construction Phase: Planning, design, and environmental review, which were completed by 2018.
  • Construction Phase: The installation of new RAS systems and upgrades to the CAB systems began in 2019 and was completed in 2020.
  • Commissioning and Optimization: The final phase involved system testing and process optimization, completed in 2020.

Sustainability and Compliance

Energy Efficiency: Use of LED lighting, smart HVAC zoning, and building controls to reduce energy consumption.

Water Conservation: Low-flow fixtures and efficient sterilization equipment contribute to reduced water usage.

Health & Safety Compliance: Infection control features include antimicrobial surfaces, proper waste handling zones, and negative pressure areas in clinical environments.

Regulatory Conformance: Fully compliant with local zoning, building, and healthcare facility codes and standards

Community Impact

The Echowater RAS & CAB project significantly enhanced the wastewater treatment capacity ofSacramento, ensuring that the city’s infrastructure could handle current and future demands. The upgradesresulted in cleaner, safer effluent being discharged into local water bodies, improving environmentalquality and public health. The project also prepared the city for future growth, increasing its ability to manage wastewater treatment effectively while meeting increasingly stringent regulatory standards
