    The Fuel Systems Aircraft Corrosion Control Hangar is a state-of-the-art military aviation maintenance facility designed to support the 129th Rescue Wing of the California Air National Guard. Located at Moffett Field, this 46,600-square-foot structure is dedicated to fuel system maintenance and corrosion control for large aircraft such as the HC-130J and HH-60W. The project significantly enhances mission readiness by consolidating operations into a secure, modernized environment that meets strict federal safety and environmental standards. This project was included Facility Construction: Erection of a modern, high-capacity hangar capable of servicing multiple aircraft simultaneously, Technical Systems: Installation of specialized corrosion control equipment, including chemical containment and ventilation systems tailored for fuel system work, Environmental Design: Integration of energy-efficient systems, spill containment infrastructure, and drainage solutions to meet stringent environmental standards, Support Infrastructure: Addition of power systems, secure storage, personnel office areas, and staging zones to support maintenance operations.

Project Objectives

  • Construct a high-capacity hangar with advanced capabilities for aircraft fuel system inspection and corrosion control.
  • Improve maintenance safety, efficiency, and turnaround times for the 129th Rescue Wing.
  • Comply with DoD, ANG, and federal environmental standards, including fire safety and chemical handling protocols.
  • Replace outdated WWII-era infrastructure and reduce dependency on external facilities.

Project Scope

  • Hangar Construction: 25,000 sq. ft. high-bay hangar space with 85-foot ceilings and a 160-ft wide aircraft access door.
  • Support Facilities: 21,600 sq. ft. of shop space, mechanical rooms, administrative offices, and secure storage.
  • Systems Integration: High-expansion foam fire suppression, explosion-proof ventilation, epoxy flooring, and advanced MEP systems.
  • Sustainability: Designed in accordance with federal energy-efficiency and environmental protection guidelines.
  • Site Improvements: Demolition of eight obsolete facilities, upgraded flightline access, drainage, and utility infrastructure.

Construction Timeline

  • Phase 1 – Planning and Funding (2019–2020): Congressional appropriation of $57M MILCON funds and design completion.

    Phase 2 – Bidding and Contract Award (2020–2021): Competitive solicitation process and award of a $54.2M contract to Thompson Builders Corp. in March 2021.

    Phase 3 – Construction Start (Spring 2021): Groundbreaking and demolition of existing structures, grading, and foundational work.

    Phase 4 – Superstructure and Systems (2022–2023): Erection of steel structure, roof, and hangar door installation; start of MEP and safety systems.

    Phase 5 – Interior Build-Out and Testing (2024–2025): Final installation of finishes, fire and exhaust systems, inspections, and commissioning.

Sustainability and Compliance

  • Green Building Practices: Energy-efficient lighting, ventilation systems, and materials.
  • Regulatory Compliance: Conforms with Unified Facilities Criteria (UFC), California Building Code, and NEPA/Section 106 historic site standards.
  • Environmental Protection: On-site chemical containment, spill control, and emission mitigation systems.
  • Fire and Safety Systems: Specialized high-expansion foam suppression system and vapor exhaust for fuel cell work.
