    The West County Re-Entry Treatment and Housing (WRTH) Facility is a transformative correctional infrastructure project located in Richmond, California, within the West County Detention Facility (WCDF). This initiative reflects Contra Costa County’s progressive shift toward a rehabilitation- and treatment-based approach to incarceration. The project includes the development of secure housing units, a mental health treatment center, and comprehensive re-entry support spaces designed to improve inmate outcomes and reduce recidivism.

    Delivered under a design-build contract by Sletten Construction, this $126.5 million project began construction in May 2022, with full operational readiness expected by late 2025.

Project Objectives

    • Five secure housing units with 288 high-security beds, including 96 beds for mental health treatment
    • Dayrooms, detox units, and visitation areas
    • Classrooms and vocational training rooms
    • Outpatient clinic, with dental and optometry exam rooms

    • 1,000 SF generator and equipment building
    • Continued use of existing WCDF infrastructure for intake/release, commissary, maintenance, and support services
  • Design-Build Delivery:
    The project is being executed under a design-build contract with Sletten Construction, streamlining design coordination, permitting, and phased construction to meet the aggressive delivery schedule.
