Supporting the Three Phases of the Environmental Process

Environmental Site Assessment

Financial institutions require an Environmental Site  Assessment (ESA) Phase I.  This report documents potential Recognized Environmental Conditions (REC’s).  Based on the findings a site can be cleared for transfer from one party to another.  On the other hand, the site may have historical REC’s that may impact transfer of the property and require a site analysis typically referred to as a Phase II Environmental Site Assessment. 

Environmental Site Analysis

When a site is found to have potential Recognized Environmental Conditions (REC’s), then confirmation is required though a Environmental Site Assessment Phase II. Under a Phase II, the building, soils or subsurface water is sampled and analyzed to determine if actual contaminates, recognized by CalEPA of the EPA, are present.  The site is either determined to be clear of REC’s or has tested positive for these contaminates. 

Environmental Remediation

Environmental Remediation is required when a site is found to have Recognized Environmental Conditions (REC’s).  At this stage, a work plan is developed and submitted to the oversight agency for approval.  Once the work plan is approved, remedial and monitoring activities are initiated.  This process is designed to mitigate the contamination work to remove environmental liabilities associated with the property in question.
